Update on the Future Juniper 50-Meter Olympic Pool Enclosure

The timing for a 50-meter pool cover replacement project has shifted and won’t begin until at least Fall 2027. This means use of the 50-meter pool can continue uninterrupted for at least another full year.
Over the past 18 months, pricing has increased significantly due to construction industry volatility. The estimated cost of the project has increased almost $3 million over initial estimates, representing an increase of 37 percent. As with any significant purchase, it’s fiscally responsible to conduct further evaluation before proceeding.
The district is considering a retractable roof option and alternative roof options, including short-term and long-term solutions.
Background:
The existing 50-meter pool enclosure is deteriorating and nearing the end of its expected life and would require significant renovations and investments to extend its life. Even with extensive work, it is unlikely that the roof panels could be removed for the summer months as was the practice before summer 2024.
The fabric-panel roof system, originally installed in 1997 and updated in 2006 and 2016, has deteriorated more quickly in recent years. Installing and removing the panels has become increasingly difficult and risky, with damage occurring during each cycle and growing concerns about staff safety. The metal channels that guide the panels have also worn down over time.
The roof panels are staying up to ensure the pool can remain open year-round, because removing them could make it impossible to reinstall them for next winter. Side and end panels are still removed to provide open-air conditions, and that configuration works well for most pool users.
How will the pool cover project be funded?
The funding for the project is still being determined. The majority of the 2006 Juniper expansion project was funded with a loan that will be paid off this year.
When will the pool cover project take place?
The earliest the project will start is September 2027. Why September? To not impact the busy summer season but still take advantage of good construction weather.
Does the 50-meter pool need to be closed for the project? How long?
It is too early to determine, but we expect a temporary pool closure of approximately six months. The rest of the facility, including Juniper’s indoor pools, will remain open throughout construction.
How will users be accommodated during the 50-meter pool closure?
We plan to modify the indoor pools’ schedules at Juniper and Larkspur Community Center considerably to primarily accommodate lap swimmers, swim teams and water polo teams who typically use the 50-meter pool. Swim lessons and recreation swims will take place at Larkspur Community Center and the Juniper children’s pool during this period. There will be impacts to fitness and competitive users, and we are committed to doing the best we can to reduce these impacts and are confident the long-term benefits will well outweigh the temporary hardships.
What are the next steps?
The district is currently researching short-term and long-term alternatives based on cost estimates and goals for the project. A discussion is scheduled for the BPRD board of directors in January 2026. Options will be shared with the public once more is known.
