Frequently Asked Questions

The following information can answer questions about the expansion project and the program offerings planned for Larkspur Community Center.

What is planned for the Larkspur Community Center?

The 34,000 square foot expansion, connected to the existing facility, includes:

  • A 5,000 square foot warm-water lifestyle pool with current channel and spa
  • A 6,000 square foot fitness center and functional fitness space
  • An indoor walk/jog track with 14 laps to a mile
  • Group Exercise and Mind and Body rooms
  • Locker rooms and private changing rooms
  • Lounge and café area
  • Outdoor patios and spaces
  • New and expanded parking with entrances off of 15th and Reed Market

In the existing facility:

  • The existing small fitness room will be expanded and become a multipurpose space, especially for senior exercise classes.
  • Ceilings, lighting and flooring will be updated in many spaces not updated in recent years.
  • Mechanical systems will be updated.

How will the Larkspur Community Center serve the community?

It will welcome people of all ages and abilities while continuing the legacy of the Bend Senior Center and further enhancing programs and opportunities for older adults.

Why is the name changed to Larkspur Community Center?

The Larkspur Community Center name refers to the entire facility including the existing Bend Senior Center and the new multigenerational expansion. Larkspur was selected because it is consistent with the park and the trail surrounding the facility.

Will Larkspur Community Center focus on seniors?

The Larkspur Community Center expansion will serve growing demographics across all sectors and age groups of the community. The facility is being designed to be especially responsive to the growth of older adults and seniors who will have a variety of interests and desires for fitness, social and wellness activities.  The existing Bend Senior Center will continue to primarily serve seniors as it has for the past 17 years.

How will the District continue serving the more traditional senior needs?

The Bend Senior Center will continue to be a hub for the Meals on Wheels program, offer AARP, Medicare and social security info sessions, host weekly lunches and social dances, the Health and Wellness Fair, Lunch and Learns, and other services that are relied upon. Social activities such as cards and games, billiards, knitting, crafts, movies and much more will continue.

Some dedicated senior fitness classes will remain in the improved Bend Senior Center spaces.  Other fitness programs will relocate to the two new fitness rooms in the Larkspur Expansion to take advantage of these specifically designed spaces.

How will schedules accommodate older adults and all ages?

We are planning for how classes and programs will complement and not conflict. There are days and times of the day to accommodate schedules effectively. We will continue to offer classes specifically designed to meet the different interests, needs and abilities of the multigenerational senior population.

We are confident that most older adults will feel comfortable in the new Larkspur Center expansion, but for those who are not, the existing Bend Senior Center will remain a familiar option.

How is traffic and parking being planned for?

A new access point from 15th Street will provide multiple entrances and improved circulation. The building will feature three entrances, including east and west entries into the expansion as well as the preservation of the covered drop-off and pick-up access to the Bend Senior Center.  As part of the project, there will be traffic studies to determine the best way to accommodate additional parking planned for the west and south of the building. We are also in discussion with CET about bus routes that may come through the parking area to make it easier to access public transportation.

How is the pool going to be used differently than at Juniper Swim & Fitness Center?

The aquatic facility at Larkspur Community Center will be a leisure-lifestyle pool not suitable for higher intensity lap swimming, water exercise classes or competitive activities. Water temperatures will be between 86-88 degrees Fahrenheit, providing comfortable conditions for a wide range of activities including low/moderate intensity water exercise, arthritis, back rehabilitation and other therapeutic aquatic programs, youth and adult swim lessons and recreation swimming.

The pool will include a current channel that doubles as a great water exercise feature and a fun activity during recreation times.   An adjacent hot tub and several hydrotherapy benches in the pool provide relaxation and therapeutic opportunities.   A platform lift, pool lift and multiple stairs ensure easy water entry and exit.

There will be times that activities in the pool will be very senior focused and others that will serve a broader adult population.  Fun recreation experiences for families will offered as well but not at the same time as the senior programmed times.

Are seniors going to work out in the new area or will there be fitness programs in the existing space too?

Our plans include adding new exercise and fitness spaces, and remodeling some of the existing spaces within the current Bend Senior Center to expand capacity and increase possible uses. Some dedicated senior fitness classes will remain in the improved Bend Senior Center spaces.  Other fitness programs will relocate to the two new fitness rooms in the Larkspur Expansion to take advantage of these specifically designed spaces.

Will taxes go up to pay for this project?

No.The District has been saving money for the past few years for the project and will finance the remaining portion of the project.  The financed portion will be repaid over time through existing general fund resources.  This was how the Juniper Swim & Fitness Center renovation was paid for in 2006.

The following information can answer questions about how the Larkspur Center construction activity will impact the Bend Senior Center programs and activities.

How will activities currently at Bend Senior Center be impacted by construction?

As we entered into planning for Larkspur Community Center, we intended to minimize the disruption to the day-to-day activities at Bend Senior Center. In order to minimize the disruption to the Bend Senior Center, we will have a temporary closure for 3-4 months in summer 2019 in order to accomplish tasks in a condensed timeframe.

By closing the facility during the summer – typically its slowest time for programs – taxpayer funds can be used efficiently to build parking, tie-in the new building to the existing building, excavate the site, and connect utilities while producing less noise and dust disruptions to classes, events and activities.

Is there an alternative to temporarily closing the Bend Senior Center?

Alternatively, it would cost almost a quarter million dollars to accomplish these construction tasks while the facility is occupied and would have still required a minimum of 2-4 weeks of closure for utility tie-ins.

How will the needs of seniors be met during the construction closure?

Over the next several months, we will evaluate options to offer some programs and classes, possibly in other locations, during the temporary closure to meet needs in new ways.  This is more than a year away and many details will be worked out.

How will Larkspur Park and Larkspur Trail be affected?

This closure will also affect use of Larkspur Park and Larkspur Trail. Due to safety concerns with an active construction site and closed parking lot, we will temporarily close Larkspur Park Larkspur Trail will detour around the fenced construction area for the project allowing for continuous use of the trail. For families who use the popular playground, this will be an opportunity to visit the many other playgrounds offered in the District.

How can I reserve/register for family or recreation swim?

Family swim includes 80-minute reservations for the outdoor activity pool or indoor children’s pool.

Reservations include designated “on-deck” spaces for up to 10 household members. All children must be accompanied by a parent or guardian 16 years or older.

Family reservations must be made under one household account. They may be made up to 7 days in advance and remain open until 15 minutes prior to session start time – based on availability.

What about my facility pass?

Passes (monthly, quarterly, annual and 10-visit) will not be valid during the initial reopening period due to the need to limit capacity. We also know we cannot provide the full value of passes due to limitations in facilities, hours and classes.

All facility passes remain on hold until less restricted operations resume.  Passes will be extended for the number of days that were remaining at the time JSFC closed on March 16. In appreciation of passholders loyalty, we will add a bonus extension of 1 week for monthly passes, 3 weeks for quarterly passes, and 6 weeks for annual passes. If you prefer, we can also issue a credit for the prorated value remaining on your current pass and you can apply this to the temporary per visit registration fees.

Are locker rooms and showers available?

Locker rooms are not available at this time except for bathroom use and hand washing, but you need a face covering to enter the building. Come ready to swim with your swimsuit on under your clothes. Also, be prepared to leave without changing clothes. With showers closed, it is critical that everyone takes a cleansing shower before arriving at the pool.  Showering before entering the pools helps ensure clean, clear and safe water conditions.

Juniper has two new outdoor showers located outside the new restroom building located next to the Outdoor Activity Pool. These showers are available for people who were unable to take a cleansing shower before arriving or who need to rinse off after swimming.

How is physical distancing being maintained?

In accordance with state guidelines, pool activities are distanced with extra measures to reduce contact with staff and/or other patrons. Lap swimming is restricted to one person per lane except when two household members may share a lane. We have set up a queuing system for people waiting for their reserved lap swim lane time to ensure physical distancing.  Water fitness classes ensure physical distancing through designated spaces, including buffers between lap swimmers. Family swim is limited to a number of households and an adult is responsible to maintain distance from other household units.

BPRD facilities have implemented a number of precautions to maintain social distancing, included:

BPRD Facilities

  • Face coverings are required to enter the building and health screenings are required for all activities/sessions.
  • Enhanced cleaning procedures include a mid-day and end-of-day deep cleanings and cleaning sessions after each reservation/session.
  • Increased distancing, marked waiting areas and one-way building flow.
  • All activity times are offset to ensure that no two classes arrive or exit at the same time.
  • 100% air-exchange in indoor spaces to circulate air.

Classes:

  • Reduced class sizes through state-mandated occupancy formulas.
  • Additional outdoor classes and sessions and workout spaces.

Water Fitness and Lap Swim:

  • Reserved lap swim lane time to ensure physical distancing.
  • Water fitness classes ensure physical distancing through designated spaces, including buffers between lap swimmers.

Family Swim:

  • Swim groups limited to single-households and max group sizes of 10 visitors.
  • Designated pool deck areas for each reservation.
  • Outdoor family swim areas.

How would patrons be notified in the event of potential exposures?

What is Juniper’s response if/when a COVID-19 case is confirmed?

If and when Bend Park and Recreation District experiences a COVID-19 case or potential case we work quickly with the Deschutes County Health Department. We provide them with information related to the suspected or confirmed case, including providing contact information for patrons and employees who may have sustained direct exposure with a confirmed case. This is why registration and check in is key.
What should I expect for notification if I was near a confirmed case?

According to the Center of Disease Control (CDC), risk exposure is contact within 6 feet of individuals for a duration of 15 minutes or more. The county public health team’s job is to assess the level of exposure and risk, and to then contact people as appropriate. If they determine that there is a risk to you, please be responsive to contact from Deschutes County Health Department and follow the guidance they provide you. If you are not contacted by the health department, it means they do not believe your contact level warrants further action.

Are face coverings required?

As of July 24, all participants and visitors 5 years and older entering Juniper Swim & Fitness Center indoor areas must wear a face covering.

The face covering must be worn at all times and in all indoor spaces, except when swimming or if a medical condition or disability prevents a person from wearing a face covering. Face coverings are now required when exercising indoors, and while exercising outdoors where physical distance cannot be maintained.  Participants and visitors to the outdoor pool and surrounding outdoor spaces are not required to wear a face covering, unless 6 feet of physical distancing cannot be maintained. Clear face shields are strongly recommended for water exercise class.

Please bring your own mask! We have a limited supply of disposable masks available if you forget.

What is being done to ensure cleanliness and sanitation?

Juniper has been deep cleaned and disinfected before reopening and a thorough cleaning is completed nightly. Restrooms are cleaned at least twice daily and staff are repeatedly disinfecting high touch points including between lap swim and water exercise groups. Pool chlorine levels are maintained slightly higher than normal as a precaution and chemical checks are conducted more frequently.  Juniper has automated chemical controllers and feed systems that measure and adjust chlorine and pH levels on an ongoing basis.

Why advance reservations?

With advanced reservations, we can ensure that we remain within the capacity limitations required by Oregon Health Authority and maintain a safe and healthy environment. The advanced registration also saves you a space rather than being turned away or waiting in line for an opening. You can register up to seven days in advance to help make it easy to fit your workout into your schedule or routine. Reservations remain open until 15 minutes before the scheduled activity for any available openings.

If I’m unable to register online how can I get help?

Customer service staff are available by phone at (541) 389-7665 during all operating hours to assist you with the reservation system or answering questions. If you can only pay with cash, please speak to customer service staff via phone for assistance.

If I can’t make it to my lap swim time or class can I transfer to a different day or get a refund?

Registration for classes cannot be credited, transferred or refunded. We will make exceptions for medical or health-related reasons. Call (541) 389-7665 as soon as you know you will be unable to attend a registered session.

Will my class be taught by my favorite instructor?

We are unable to bring back all classes and instructors at one time. In developing our initial schedule of classes, we considered past attendance trends, variety of formats, and facility and instructor availability. We’re excited to welcome back many classes and employees and look forward expanding as condition and participation allows. In the meantime, it’s a great chance to try a new class or instructor.

How you are conducting health screenings?

While we are not conducting temperature checks, we ask all patrons entering the facility to acknowledge that they have not experienced any of the following:

  • Have you had a new or worsening cough?
  • Have you had a fever?
  • Have you had shortness of breath?
  • Have you been in close contact with anyone with these symptoms or anyone who has been diagnosed with COVID-19 in the past 10 days?If any of these conditions apply, you will need to wait to return to the facility until all symptoms, including fever have been resolved for at least 72 hours without medication, or at least 14 days after contact with a person with a cough, fever or diagnosed with COVID-19. Do your part to ensure the health and safety of you, others and the community and stay home if you are sick or been exposed to someone who is sick.
