COVID-19 Board Changes

In response to the COVID-19 pandemic, board meetings are held virtually on Zoom. The public is allowed to make comments on agenda items by joining the Zoom meeting for the visitor section at 5:30 pm. Visitors are asked to use the “raise hand” tool on the Zoom meeting and will then be admitted into the meeting in order received. Visitors will be asked to turn on their camera and microphone and keep comments to a maximum of 3 minutes. The link to the board meeting is included in the agenda found in the board meeting report.

Community members that wish to contact district staff and Board of Director members, please email board@bendparksandrec.org. All comments sent to the board’s email account will be shared with all members of the board and appropriate staff. To contact individual board members, use the intended email for each Director listed below.

Note: All input submitted electronically becomes a public record and can be subject to an open records request; however, it is not entered into the board meeting record.

Board of Directors

An elected five-member Board of Directors governs the Bend Park and Recreation District. The District’s Board of Directors is responsible for developing district goals and setting policy. The Board meets the first and third Tuesday of each month.

Nathan Hovekamp – Board term through June 30, 2025
Nathan Hovekamp moved to Bend in 1997 and has been on the board since 2015. He has a B.S. in biology, an M.S. in zoology, and a Ph.D. in education, and experience in college biology instruction, natural interpretation, and conservation. He has served on the Bend Planning Commission, the Bend La Pine School Board, the board of Central Oregon LandWatch, and Bend Park and Recreation’s citizen advisory committee for Riley Ranch Nature Reserve. Nathan aspires to “contribute to the award-winning excellence that is the hallmark of Bend Park and Recreation.”

Ariel Méndez, Board Chair – Board term through June 30, 2023
Ariel Méndez was elected to the board in 2019 and served on the BPRD budget committee from 2017 to 2019. He and his wife, along with their three young children, ride bikes throughout Bend on a daily basis. He is interested in increasing mobility by expanding Bend’s trail system. He was board president for Bend Bikes and a member of the City of Bend’s Citywide Transportation Advisory Committee. He has a Ph.D. in political science from Stanford University and is an instructor at OSU-Cascades. Ariel volunteers as a youth sports coach, values conservation, and will work to ensure that everyone feels welcome in the district.

Zavier Borja Board term through June 2025
A first generation Mexican-American, born in Redmond, Oregon and grew up in Madras and has lived in Bend for the past 10 years. His passions include serving our youth, communities and getting them outside. Zavier has worked for various youth programs for the past ten years, including the Boys and Girls Club of Bend, Bend Parks and Recreation District (youth, sports & enrichment departments), and Education Outside in San Francisco. Lastly, working for Bend-La Pine School District, as a Mentor Specialist for at-risk youth at Summit High School. Zavi created a local chapter of the nationally recognized non-profit, Latino Outdoors here in Central Oregon. From that he has been able to make connections with local outdoor partners in order to work in a collaborative manner to create – Vámonos Outside. ⁠Zavi’s educational background includes a BS from George Fox University for Organizational Leadership and Management and has had the honor of being a part of the pilot cohort for OSU’s Outdoor Industry Leadership Certificate program.

Deb Schoen, Board Vice-Chair  – Board term through June 30, 2025
Deb Schoen brings 40 years of parks and recreation career experience at Tualatin Hills Parks and Recreation District to the board of directors. She is a certified parks and recreation professional and received the Oregon Recreation and Parks Association’s 2019 David E. Clark Honor Award for a parks and recreation professional who has shown leadership, inspired others and made noteworthy contributions. Since moving to Bend, she has used many of the district’s facilities and enjoys classes, trails, dog parks and community events. Her passion is working to ensure equitable access to parks, trails and recreation for community members.

Jason Kropf – Board term through June 30, 2023
Jason is committed to making sure everyone has the opportunity to be active, healthy, and engaged. He has lived in Bend since 2003. Jason serves as a Deputy District Attorney for Deschutes County. He has served on the board of directors for Court Appointed Special Advocates (CASA) of Central Oregon for the last 7 years, and has coached the Summit High School Mock Trial team for the past 15 years, among other volunteer activities. He holds a B.S. in Philosophy from Oregon State University and a J.D. from University of Oregon School of Law. Jason often joins his partner and school-aged daughter exploring Central Oregon’s diverse recreational activities. He enjoys getting out on our trails on foot and on bike.
