Summary of Sept. 15 Board of Directors Meeting
The Bend Park & Recreation District Board of Directors met on Sept. 15 and received an update on implementation of the district’s 2024-2029 Strategic Plan, which was adopted in October 2024. The strategic plan serves as the district’s roadmap for strengthening its workforce, enhancing services, and building stronger community connections through three priority areas: Team, Service and Community. Staff reported strong progress during fiscal year 2025-26, with 54 of 67 identified action items completed and the remaining 13 incorporated into the fiscal year 2026-27 work plan. Implementation will continue through annual action plans and regular progress reviews.
Under the Team priority, accomplishments focused on workforce development, employee engagement and organizational culture. Key projects include completion of a district-wide classification and compensation study, benchmarking wages and benefits, development of a consistent onboarding process, implementation of employee engagement initiatives, adoption of a facilities code of conduct, updates to the Mutual Respect Policy and expanded staff recognition and professional development programs.
Within the Service priority, completed projects advanced operational efficiency, asset management and long-term sustainability. Highlights included completion of the Comprehensive Plan mid-term update, development of enhanced financial forecasting tools, creation of standardized financial reporting systems, completion of an operational plan for the new Art Station, a feasibility study for a future indoor recreation facility, recreation scholarship program improvements and new volunteer, senior and youth recreation opportunities. Staff also advanced climate and sustainability efforts through energy monitoring, fleet management planning and conversion of maintenance equipment to electric tools.
Under the Community priority, the district completed projects aimed at improving accessibility, inclusion and partnerships. Accomplishments included expanded community engagement practices, development of an all-abilities camp, installation of public AEDs at sports complexes, partnerships with Central Oregon Community College and Oregon State University, collaboration with the Bend Pickleball Club, and implementation of grant and donation support systems.
The board members acknowledged the progress made during the plan’s second year and reviewed fiscal year 2026-27 priorities that will continue advancing the district’s long-term strategic goals.
