BPRD Board of Directors Meeting Summary — February 17, 2026

The BPRD board of directors met on Feb. 17, approving an amendment for a project at Hollinshead Park and discussing the lease agreement at the Old Bend Gym. A video recording of the meeting is available.
Hollinshead Park
The board considered approval of Amendment No. 4 to the professional services contract for the Hollinshead Park Improvement Project. Staff presented the need for additional design and engineering services following board approval of an updated preferred concept plan in 2024. Expanded scope includes replacement of additional park infrastructure and required City of Bend right‑of‑way improvements.
The amendment with Keller Associates adds $104,445 to the contract, plus a 10% contingency of $10,444, bringing the total design budget to $353,771. The project remains within the $1.1 million allocation in the 2026–2030 Capital Improvement Plan, with future construction funding to be considered in the FY 2027 CIP.
Consent agenda – budget appropriation
The board approved the consent agenda, including Resolution No. 2026‑01 authorizing a $196,700 budget appropriation transfer from contingency to administration, park services and recreation within the Facility Reserve Fund to address unanticipated maintenance needs, including boiler replacement at the District Office and repairs at multiple facilities.
Old Bend Gym lease agreement
The board received an update on the Old Bend Gym Building and the district’s lease with the Boys & Girls Club of Bend (BGCB). Staff reviewed the history of the facility, the 50‑year lease initiated in 1999, and recent negotiations aimed at updating lease terms to reflect current operational and regulatory realities.
A structural evaluation identified a failing exterior wall and stair requiring an estimated $1.4 million repair, prompting renewed lease discussions. Despite multiple proposals, negotiations reached an impasse last month when BGCB proposed acquiring the building, an option the district cannot pursue easily as a public agency without a formal disposition process and school district approval.
Staff explained that, given the circumstances, the district must proceed under the existing lease terms to protect public assets and fulfill its fiduciary responsibilities. The board provided comments and encouragement to BGCB leaders in attendance to consider its proposals for another plan to address time-sensitive repairs and its lease obligation.
At the start of the meeting, the board also welcomed and introduced new staff members, including Recreation III Supervisor for Aquatics Jacob Swinn and Assistant to the Executive Director and Board Clerk Natalie Macsalka.
The next BPRD Board of Directors meeting is scheduled for March 3.
