BPRD proposes updates to park rules and regulations ordinance

Bend Park & Recreation District is updating its Park Rules and Regulations Ordinance and has a draft available for public input until Tuesday, June 17, 2025. The public is invited to review the proposed ordinance on the website. It is also available by request at the District Office, 799 SW Columbia St., Bend, OR 97702 Monday to Friday from 8 a.m. to 5 p.m.
The Park Rules and Regulations Ordinance was last adopted in September 2018. Over the past several months, district staff have worked with legal counsel and law enforcement partners to update the ordinance for consideration by the BPRD board of directors. A public hearing and a first reading of the ordinance is scheduled for the June 17 board meeting. A second reading is scheduled for the July 1 board meeting.
New or revised sections include:
- New definitions section.
- New Waters and Waterways section.
- Animals section – added maximum length of leash to be 15 feet. Clarify “Only Assistance Animals” are allowed in facilities.
- Vehicles section – new language to address e-bikes and other rolling devices. Proposed to continue allowing pedal-assist bicycles on trails and in parks; throttle-assist electric bicycles for parking areas only like a motorized vehicle.
- Restrooms section – ordinance to include temporary rules in effect since July 2024.
- Updates to business operations and organized events to reflect current permit practices.
