OVERVIEW:

This classification is responsible for performing managerial duties to plan, organize, and direct an assigned division(s) and implementing the District’s strategic plans according to the District’s mission.

SUPERVISION RECEIVED:

Reports directly to a Department Manager or Director.  Follows standard processes and procedures without supervision but confirms changes to standard practices and significant decisions in advance.

SUPERVISION EXERCISED:

Provides direction and supervision to staff, which may include hiring, training, evaluating and managing performance, goal development, providing discipline, responding to grievances and effectively recommending termination responsibilities.  May provide guidance and consultation to other District staff, consultants, contractors and volunteers.

EXAMPLES OF DUTIES:

The information provided below encompasses the typical duties and capabilities linked with this classification.  Duties may include, but are not limited to the following:

  • Plans, develops, implements and oversees assigned division(s), including managing staff, which meet the District’s mission, core values and goals including community needs and interests.
  • Develops work plans and allocates resources to accomplish District goals.
  • Ensures that regulatory standards and compliance needs are met.
  • Formulates, recommends, and administers operational procedures for division.
  • Ensures division compliance with District policies and practices including personnel policies and procedures, financial, procurement, etc.
  • Monitors and evaluates division effectiveness in meeting established objectives; recommends improvements and modifications; maintains records; and prepares various reports on operations and activities.
  • Coordinates division with other District functions and departments and other community and government agencies; may serve as liaison to program committees, the community and other government agencies.
  • Reviews documents for division(s) to ensure completeness and accuracy with District specifications and standards.
  • Develops, monitors and operates within an established budget for division(s) including allocating resources and approving expenditures; oversees controls to ensure expenditures are within limits authorized through the budgets.
  • May solicit bids, orders to contractors or vendors, meets with suppliers and vendors to arrange and negotiates best rates and products possible.
  • Responds to public concerns or inquiries; maintains positive public relations.
  • Serves on or provides departmental support to a variety of committees, task forces, project teams, and advisory groups as necessary to represent the best interests of the District.
  • Represents the District to the public, to other organizations or entities, and in other situations as required. Makes presentations and provides comment and testimony to elected and appointed Boards, Commissions, and Councils.
  • Assists in developing policy and strategic direction for department for issues relevant to assigned division(s).
  • Acts as a Mandatory Reporter; reports incidents of child abuse/neglect.
  • Performs other job-related duties as assigned.

KNOWLEDGE, SKILL, AND ABILITY REQUIREMENTS:

The individual in this classification is expected to possess and exhibit the following knowledge, skills and abilities.

Strong Knowledge of:

  • Principles, practices, associated tools, implementation and evaluation in assigned division;
  • Effective supervision, training and performance management practices;
  • Effective principles and practices of customer service and public relations;
  • Applicable laws, codes, regulations, policies and procedures for assigned division;
  • Policy and project development knowledge;
  • Business and management principles involved in strategic planning;
  • Personnel management, government accounting, budgeting, financial planning and contracting; and
  • Effective project management processes and best practices.

Skill and Ability to:

  • Communicate effectively and persuasively both verbally and in writing with a wide range of audiences, which may include public speaking;
  • Effectively plan, lead, and provide program oversight in developing goals and objectives for assigned area;
  • Manage a high volume of tasks at one time, including organizing and prioritizing own work and the work of others;
  • Exercise independent initiative, judgment, and decision-making skills;
  • Analyze data and draw logical conclusions from mathematical formulas as well as policies and procedures;
  • Operate office computer and associated software applications, technology, or other programs or equipment to collect and analyze data, retrieve information, and create documents and reports;
  • Use tact and diplomacy when dealing with elected officials, suppliers, government agencies and the public.
  • Exercise sound judgment to solve problems, work independently and make appropriate decisions regarding work methods and priorities; and
  • Work cooperatively with others and create a positive, constructive and respectful relationship with staff and the general public;

QUALIFICATIONS:

The following are minimum qualifications for this classification.

Education, Experience, and Training:

  1. Bachelor’s degree in a related field; AND
  2. Five (5) years of experience in a similar classification and/or performing similar tasks; AND
  3. Three (3) years of supervisory experience; OR
  4. Any satisfactory combination of education, experience and training.

Licenses and Certifications::

  1. Possession of, or ability to obtain within 30 days of hire, a valid Oregon driver’s license.

WORKING CONDITIONS:

The following are working conditions, including environmental and physical demands, required for this classification.

  • Work is generally performed in an office setting with occasional exposure to indoor and outdoor environmental conditions.
  • Some positions may require the ability to work evenings and off-duty hours for emergency call-outs.
  • Remain in a stationary position (sitting or standing) for extended periods of time, move about the office occasionally.
  • Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, to lift, carry, push, pull or otherwise move objects.
  • Work is performed during day, evening and weekend hours and may require some emergency call-out during off-duty hours.
  • Daily precise control of fingers and hand movements while operating computer keyboard, telephone, and standard office equipment.
  • Ability to work and maintain focus in a work environment with moderate noise (i.e., working around others making periodic phone calls or having conversations) and with frequent interruptions.
  • Understand, remember, communicate and apply complex oral and/or written instructions and factual information.
  • Requires crouching, bending, kneeling, grasping, sitting, and reaching.
  • May be required to travel to locations in, around, or outside the greater Bend area, including travel to District sites.
  • Perceiving the nature of sounds at normal speaking levels with or without correction and having the ability to receive detailed information through oral communication and making fine discriminations in sound.
  • Making substantial movements (motions) of the wrists, hands, and/or fingers.
  • Ability to have clarity of vision at 20 inches or less.
  • Ability to maintain sustained concentration on computer screens; use keyboards and a variety of peripherals.
